"Slovenly Peter, or, Cheerful Stories and Funny Pictures, For Good Little People" by Heinrich Hoffman. Published at least during 1901-1940 by the John C. Winston Company, partial color reprints of the original 1880 Porter & Coates edition. These illustrated children's stories, translated from the German, may have been "cheerful" and "funny" in late 19th century Germany, but today they scare the living cheese out of us! Reel in mortal terror as Cruel Frederick tortures insects, kittens, and his nurse, and pitiful Pauline accidentally sets herself on fire and turns to dust! Cringe in disgust as Conrad the chronic thumb-sucker gets his digits forcibly removed by the great, long, red-legged scissor-man, and the Cry-Baby quite literally cries her eyes out! Gag yourself with a spoon as Cruel Paul the beast-torturer gets mauled alive by a gaggle of God's creatures, and Mary the Little Glutton gets a face full of bees! Plus so much more. As an interesting side-note, the story of the scissor-man was much later used by Grant Morrison in his first Doom Patrol (1987 2nd series) arc, "Crawling From the Wreckage." 8" x 10", hardcover, 105 pages (includes covers).
