This issue features the second-ever comics appearances of Casper and Baby Huey. Casper just want to make friends, but scares not only the birds out of the trees but the trees themselves, setting the pace for his long existence in comics. Casper goes underwater and meets Goldie the goldfish, who doesn't realize he's a ghost. He goes to the underwater carnival, but when his fishy friends are caught in a net, his ghostly nature comes in handy.
