Part 2 of the 5-part 'The Fall of Metropolis,' continued from Action Comics (1938 DC) #700. Also, the 14-part DC/MILESTONE crossover event 'Worlds Collide' begins this issue. Metropolis has fallen...but Luthor isn't finished yet. And just in case anyone has survived his first strike, Luthor's planted several fail-safes to finish the job, leaving Superman to confront the first of these. Plus, a seemingly ordinary mail carrier named Fred Bentson may hold the secret of bringing the cities of two worlds together: Metropolis...and Dakota!
