The universe once depended on the Green Lantern Corps for protection against the evils that threatened it. But since that organization disbanded, the cosmos has been left undefended. Until now. Vril Dox, ancestor of the Legion of Super-Heroes' Brainiac 5, conceives a plan for a new intergalactic police force to fill the void left by the death of the Green Lantern Corps.
